Greg Starrs, founder of StarResource, L.L.C., has owned or operated home care services for over 30 years. StarResource, L.L.C. was founded in 2004.
What payment sources do you accept?
We accept private pay, long term care insurance (LTCI), trusts, workers compensation, Veterans Health Administration, Veterans Aid & Attendance Pension Benefits, and Missouri Medicaid.
Are services available twenty-four hours per day (24/7)?
Yes, our office phone is answered 24/7. Our staff will answer questions, handle scheduling needs or arrange services for you or someone you care for.
What are your caregiver qualifications?
Caregivers must have a desire to provide service to our senior and special needs clients. In addition, caregivers must have at least 6 months experience as a home care aide, homemaker, companion or equivalent experience caring for children, seniors or individuals with special needs. Many caregivers have successfully completed formal training as a certified nurse aide, certified medication technician/medication aide or licensed professional nurse.
What are your screening and hiring practices?
StarResource, L.L.C. performs thorough evaluations of prospective employees using employment application, interview, reference checks, skills testing, credential verification, criminal record check, US Dept of Health & Human Services-Office of Inspector General-Exclusion check, Employee Disqualification List (EDL) check, and Family Care Safety Registry (FCSR) check.
Are caregivers treated as employees?
Yes, StarResource, L.L.C. takes care of all payroll, tax withholding, workers compensation and liability insurance, bonding insurance and scheduling responsibilities for you. All caregivers are employees of StarResource, L.L.C., not independent contractors.
Are caregivers supervised?
Yes, caregivers are supervised by your assigned Client Care Supervisor and licensed professional nurses (LPN/RN). Caregivers report in and out using an electronic visit verification system with caller id technology to verify that caregivers are in the home. Additionally, we make regular supervisory checks by phone and home visit.
Do caregivers receive training?
Yes, all caregivers participate in orientation and in-service training. Orientation training consists of company policies and procedures, confidentiality, code of ethics, client rights, abuse and neglect, dementia/Alzheimer’s, safety, universal precautions and OSHA Bloodborne Pathogens exposure. In-service training is provided annually and includes Alzheimer’s disease and related dementias.
Does the Philips Lifeline Medical Alert and Philips Medication Dispensing service require a long term contract?
No, the Philips Lifeline Medical Alert and Philips Medication Dispensing service are month-to-month. Cancellations and equipment return must occur by the last day of the month.
Does Medicare pay for private duty/in-home care?
No, Medicare does not cover private duty/in-home caregivers or nurses. Medicare does cover skilled home health visits for Skilled Nursing, Physical Therapy, Occupational Therapy, Speech Therapy, Medical Social Work and possibly Home Health Aide bath visits. We are glad to be a resource by providing referrals to skilled home health agencies.
Does Medicaid pay for private duty/in-home care?
Yes, StarResource, L.L.C. is a Missouri Medicaid certified provider. Client must be MOHealthNet eligible on the date(s) of service and the services must be authorized. Generally, services are authorized by the Missouri Department of Health & Senior Services, Division of Senior & Disability Services or the Missouri Department of Mental Health, Division of Developmental Disabilities. We are glad to be a resource assisting you with information and referrals for eligibility and authorization for services.
I am a veteran or surviving spouse of a veteran, can I receive any US Department of Veterans Affairs benefits to help with private duty/in-home care?
Yes, you may be eligible for benefits/health care programs. StarResource, L.L.C. can provide information and referrals for US Department of Veterans Affairs-Veterans Benefits and Veterans Health Care. Some of these benefits/health care programs require applications, qualifications, waiting periods and physician referrals.
How often do you bill?
Since we are providing payroll, tax withholding and insurance coverages bi-weekly, we also bill bi-weekly. We issue invoices by email, mail or fax. Payment is due upon receipt of invoice.
How do we pay our bill?
Many of our clients and families use Electronic Funds Transfer (EFT) as a convenient way to electronically have the amount due withdrawn from a checking or savings account on the due date. You will receive an invoice with the amount to be withdrawn. Also, we accept long term care insurance (LTCI) and provide the service of sending invoices and claim documents to your long term care insurance company and with your consent, benefit payments can be assigned to us. Some clients receive our invoice and pay by online banking or send us a check.
Do you accept credit card payments?
We accept PayPal payments that your account can link to your credit card. We do not receive or maintain your sensitive and confidential credit card information. There is a convenience fee when you choose to use PayPal.
Do you require a deposit for services to be provided?
Since we are providing payroll, tax withholding and insurance coverages before we issue our bi-weekly invoice, we require a two (2) week deposit. The deposit is waived when signing up for payment by Electronic Funds Transfer (EFT).
